Play with as much rubato as you wish and with many expressions. This song does not end on the I chord like most songs. The F minor chord is the ii chord. However, the chord leading up to the last chord is a C7, which is a "mock" V to i, making it sound like an ending chord. Practice bar 14 to make those notes smooth.
