He got his primary music education from Istanbul Municipality Conservatory, Piano education by Selçuk Uraz, Music Theory by Prof Emel Çelebioğlu and Prof Duygu Ünal.Later got his Bachelor from Marmara University Atatürk Education faculty Music Teaching department. 1998 Graduated from Eastern Illinois University by his M.A degree in Symphony Orchestra Conducting. 2008 graduated from Istanbul University Social Sciences Institute Musicology department with M.S in Musicology. While He was in U.S.A he studied composition with Prof Peter Hesterman, Conducting, with Prof Donald Tracy and Band conducting with Joseph Manfredo. in year 1992 he was in Azerbaijan Baku, while he was in Baku, He had an opportunity to research Azerbaijan music and studying with Arif Melikov. Since 2008 he has been working as primary conductor in Istanbul Municipality Orchestras Management of Istanbul Municipality Band. Hic Music: He writes music in many styles, from ethnic to Minimalistic. He is very fond of Philip Glass and Arif Melikov. his ballet of 'Salcan Sultan' 3 acts got prize from Turkey Opera General Management. The Music of Tarkan has affect of Russian composers and as well as some American Composers. His goal is to create a music which is loved by all music lovers. His compositions mostly in Turkish and Middle Asia style untill 2005. After 2005 his compositions are morely like more Westernized Music.
