It portrays drivers in a Los Angeles traffic jam on a highway ramp, singing and dancing about their aspirations to succeed in Hollywood. It's an upbeat number, with elements of Jazz and Swing for the drummer to get stuck into and have fun with. The original key change went up from F to F# Major, but I've made it slightly simpler by making it go from F to G Major instead.
