Victory takes its name from the hymn tune that serves as the basis of the composition (The Strife is O'er). A lively introduction introduces motives drawn from the hymn and presented in new harmonic and rhythmic settings. The accompaniment exhibits minimalistic techniques, particularly in its rhythmic structure and repetitive melodic content. A transition (m. 24) leads to a passage composed of augmented statements of hymn fragments by the brass section (m. 37). The woodwinds and mallet percussion maintain the oscillating accompaniment patterns. A contrasting Andante passage ensues (m. 75). A set of variations on the theme comprise this central passage. A solo flute opens the first variation (m. 78) and is quickly joined by a chamber woodwind ensemble for a contrapuntal presentation of the hymn. The brass and saxophones perform the second variation in chorale texture (m. 92). The tutti woodwind section presents the third variation in the minor mode (m. 106). The low reeds and brass open the fourth variation (m. 120) and are joined by the full ensemble as the composition returns to the major mode (m. 134).
