"If the show isn't going well, let's send in the clowns". This is a theater reference meaning: let's do the jokes. In the musical the character Desirée reflects on the ironies and disappointments of her life. She meets again her childhood sweetheart Fredrik, and asks him to marry her. After the rejection of Fredrik, Desirée sings this song.
The choir members have to watch the conductor, because the tempo is rubato and with a lot of slowing downs.
