It makes more sense once you get used to reading and feeling the notes in groups of 3. However, with the 16 notes in the music, a 12/8-bar is way too long and clumsy to read; hence, in this arrangement, each bar is divided into two by a dotted barline because a 12/8-bar is two 6/8-bars.
