Classroom book, not for self-instruction
A very good Instructor might find this a good first book for a class of students to work from. Not enough detail to self-instruct on the bagpipe or practice chanter. Not enough scale work, no practical advice on correcting errors, and with only six short tunes you'll need another book very soon.

Quick and thorough teaching method
I was impressed by the narrative explinations and diagrams in this fast paced book. Just add practice.
